The aim of this project was to support Rail Europe in the comprehensive development of its due diligence system in order to meet the requirements of the EU Timber Regulation (EUTR) for its timber import activities.
It was based on training in the principles of the EUTR, and was followed by an in-depth initial assessment and the drafting and formalisation of operational procedures.
Key deliverables:
Training
o Presentation of the basic principles of the RDUE tailored to Rail Europe’s profile.
o Delivery of training materials.
Initial assessment
o Definition of the RDUE roles of the various stakeholders in the supply chain and clarification of the regulatory responsibilities associated with each link.
o Definition of products and flows falling within the RDUE scope (HS codes, production and market release dates).
o Detailed assessment of existing due diligence procedures, covering governance, information gathering, risk assessment and risk mitigation.
o Assessment of existing tools and systems (ERP, data collection and retention systems, etc.).
o Identification of regulatory gaps and residual risks.
o Operational recommendations to achieve RDUE compliance.
Establishment of procedures
o Full drafting of the RDUE due diligence procedure, including:
o Governance and internal responsibilities.
o Procedures for collecting data on legality, geolocation and traceability.
o Methodology for risk analysis and mitigation (legality, deforestation, traceability).
